The Research Security Program’s goal is to ensure transparency, accountability, and protection of U of A’s research ecosystem.
- The Research Security Program's focus is safeguarding the integrity and independence of U of A’s research enterprise from foreign interference, influence, and theft.
- The Research Security Program's focus is people and systems, including affiliations and protection of research from malign foreign influences and theft. The Research Security Program addresses behavioral and institutional risks, which includes some transactions.
- The Research Security Program uses many tools, including Visual Compliance, along with other sources that inform research security decisions.
The Research Security Program must approve the following:
- Research collaborations, proposals, and subawards that involve (i) a Foreign Individual from a Country of Concern who is not an Employee or DCC, (ii) a Foreign Entity of a Country of Concern, or (iii) a Foreign Component in a Country of Concern.
- A contract, agreement, or memorandum of understanding that involves a (i) Foreign Individual from a Country of Concern who is not an Employee or DCC or (ii) a Foreign Entity of a Country of Concern.
- An official University purchase from a Foreign Individual or Foreign Entity from a Country of Concern.
- Material Transfer Agreements (agreements to allow sharing of research materials between organizations) and Intellectual Property licensing agreements that involve (i) a Foreign Individual from a Country of Concern or (ii) a Foreign Entity of a Country of Concern.
- Designated Campus Colleague (DCC) affiliations for a Foreign Individual from a Country of Concern.
- Employment offers to Foreign Individuals from a Country of Concern.
- Visa sponsorships for a person who is a Foreign Individual from a Country of Concern must undergo research security review.

For certain activities, both an Export Control determination and a Research Security determination may be required. Following guidance from EC and RSP ensures campus meets both sets of requirements. To request an export control review, please contact the export control team at export@arizona.edu.
