Program Overview: 
The Technology Gateway Program (TECHGATE) is intended to establish a large-scale cyber and digital technology and knowledge transfer program that incentivizes eligible foreign governments’ purchase and use of trusted and American digital technology solutions in furtherance of both U.S. foreign policy and national security interests.  Through this program and in partnership with the selected Implementer, the U.S. Government can provide a unique value by offering a “total package approach” that helps partners navigate issues of requirements identification, best value, technical and system complexity, absorptive capacity, and country-specific logistical and export/import controls.  Capacity building and economic sustainability is an integral component of each part of TECHGATE’s structured procurement and delivery process to ensure that the recipient country gains relevant skills in requirements identification and assessment, research and procurement, logistics, deployment, and configuration.  Upon delivery, a robust package of training and technical skills-uplift will ensure that recipients are prepared to adopt and integrate new technology packages into their environment. 

This is a new program, designed to: 1) respond to foreign governments’ demands for access and capacity to American and trusted cyber and digital technologies; 2) streamline the Department’s ability to transfer new-to-market and proven, trusted Commercial Off-The-Shelf (COTS) cyber and digital technologies; 3) design and execute robust packages of logistics/procurement, deployment, and technical knowledge-transfer that foster recipient capacity to independently modernize and secure systems; 4) provide clear parameters for cyber and digital technology supplier entry and eligibility; and 5) provide guidelines for foreign governments’ eligibility, including adherence to U.S.-supported best practices and policies in cyberspace.

Executive Summary
On July 4, 2026, the United States of America will celebrate the 250th anniversary of the signing of the Declaration of Independence. The U.S. Embassy in Amman will commemorate this historic milestone through a nine-month campaign highlighting the impact of American history and culture, America’s innovation and achievements, and the historical and future connections between the United States and Jordan.

The Embassy’s Public Diplomacy Section is pleased to announce this funding opportunity as part of this yearlong celebration of “America250. ” This Notice of Funding Opportunity invites proposals for creative public programs – culminating in July 2026 – that increase awareness of American history and achievements, highlight America’s founding principles, emphasize key documents such as the Declaration of Independence and Constitution, showcase U.S. leadership in science and technology, celebrate uniquely American cultural exports (e.g. music, literature, education, sports, etc.) that inspire Jordanian audiences, and ignite a spirit of innovation and cooperation between Americans and Jordanians. This initiative aligns with the broader America250 vision.

The Office of Citizen Exchanges, Sports Diplomacy Division (ECA/PE/C/SD), in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the implementation of the FY 2025 International Sports Programming Initiative (ISPI). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to manage sports exchange projects designed to support key sporting and cultural priorities of the Administration.
 

ISPI is an exchange program that promotes coaching and administrative skills, creates connections with U.S. sports organizations, and enables youth development professionals to create effective sports-based initiatives in their home countries. The FY 2025 ISPI will continue to rely on U.S. embassies and consulates to select the specific theme and sport of each exchange, which will advance U.S. foreign policy goals. Additionally, all exchanges will promote America250, the FIFA World Cup, and the 2028 Los Angeles Olympic and Paralympic Games.

It is the Bureau’s intent to award one cooperative agreement for an estimated total amount of $1,400,000, pending the availability of FY 2025 funds.

The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for a cooperative agreement to support the staff expenses and overhead costs of the FY 2026 International Visitor Leadership Program (IVLP) Collaborative Services. Launched in 1940, the IVLP is the Department of State’s foundational professional exchange program. The IVLP advances U.S. national security priorities and builds long-term relationships between Americans and international leaders in government, business, academia, and other fields through customized short-term visits to the United States. IVLP participants are current and emerging leaders from around the world. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Eligible recipients will have expertise in foreign policy and experience supporting professional exchange programming.

Tajikistan: Early Detection and Response Pilot

Overview
Tajikistan is a critical counterterrorism nexus in Central Asia, a region ISIS-K seeks to exploit for recruitment and illicit cross-border activities. Despite vulnerabilities caused by Tajikistan’s remote and rugged borders, which create risks of illicit movement, it appears the greatest terrorist risk to the region and U.S. security lies in the potential of terrorist groups to inspire, recruit, and organize Central Asians to commit attacks. This project seeks to develop early detection strategies for at-risk communities to detect, report, and respond to illicit trends and activities, with a focus in frontier localities. In doing so, this project builds Tajikistan’s capability to interdict terrorist activity and movement through early detection, responding to terrorist activity at the source to protect America’s borders and security.
