Program Overview: 
The Technology Gateway Program (TECHGATE) is intended to establish a large-scale cyber and digital technology and knowledge transfer program that incentivizes eligible foreign governments’ purchase and use of trusted and American digital technology solutions in furtherance of both U.S. foreign policy and national security interests.  Through this program and in partnership with the selected Implementer, the U.S. Government can provide a unique value by offering a “total package approach” that helps partners navigate issues of requirements identification, best value, technical and system complexity, absorptive capacity, and country-specific logistical and export/import controls.  Capacity building and economic sustainability is an integral component of each part of TECHGATE’s structured procurement and delivery process to ensure that the recipient country gains relevant skills in requirements identification and assessment, research and procurement, logistics, deployment, and configuration.  Upon delivery, a robust package of training and technical skills-uplift will ensure that recipients are prepared to adopt and integrate new technology packages into their environment. 

This is a new program, designed to: 1) respond to foreign governments’ demands for access and capacity to American and trusted cyber and digital technologies; 2) streamline the Department’s ability to transfer new-to-market and proven, trusted Commercial Off-The-Shelf (COTS) cyber and digital technologies; 3) design and execute robust packages of logistics/procurement, deployment, and technical knowledge-transfer that foster recipient capacity to independently modernize and secure systems; 4) provide clear parameters for cyber and digital technology supplier entry and eligibility; and 5) provide guidelines for foreign governments’ eligibility, including adherence to U.S.-supported best practices and policies in cyberspace.

Program Overview
The Searle Scholars Program supports research of outstanding individuals who have recently begun their appointment at the assistant professor level, and whose appointment is their first tenure-track position at a participating academic or research institution. Today, 168 institutions are invited to participate in the Program.

The Program was established at The Chicago Community Trust in 1980 and has been administered by Kinship Foundation since 1996. The Program is funded from the estates of Mr. and Mrs. John G. Searle. Mr. Searle was the grandson of the founder of the world-wide pharmaceutical company, G.D. Searle & Company. It was Mr. Searle's wish that certain funds be used to support "...research in medicine, chemistry, and the biological sciences."

Each year 15 new individuals are named Searle Scholars. Awards are currently set at $100,000 per year for three years. Since its inception, 617 Scholars have been named and over $174 million has been awarded.

Eligibility
The Searle Scholars Scientific Advisory Board is primarily interested in the potential of applicants to make innovative and high-impact contributions to research over an extended period of time.

Applicants for the 2026 competition (awards which will be activated on July 1, 2026) are expected to be pursuing independent research careers in biochemistry, cell biology, genetics, immunology, neuroscience, pharmacology, and related areas in chemistry, medicine, and the biological sciences.

Applicants should have begun their appointment as an independent investigator at the assistant professor level on or after May 1, 2024. The appointment must be their first tenure-track position (or its nearest equivalent).

Institutions which do not have tenure-track appointments should consult with the Scientific Director of the Program regarding eligibility of selected applicants PRIOR to nominating such individuals.

The Searle Scholars Program does not ordinarily support purely clinical research but has supported research programs that include both clinical and basic components. Potential applicants who are unsure if their research is appropriate for our Program are encouraged to examine the research interests of present and former Searle Scholars on this website.

Applicants who were nominated for awards in the previous competition year but were not awarded may still meet the eligibility criteria for the current competition. Institutions should consult with the Scientific Director of the Program regarding renomination of such individuals.

Executive Summary
U.S. adversaries, including China, are seeking advanced and emerging technologies to advance their military capabilities and to develop and deploy weapons of mass destruction (WMD) and advanced conventional weapons against the United States.  A significant number of foreign governments, public and private research organizations, tech industries, and start-up communities are unaware of dual-use applications of technologies and remain vulnerable to theft and loss of technologies, data, intellectual property (IP), knowledge and talent that can be leveraged for military end uses.  For example, semiconductors, which are critical components in a most of today’s electronic devices, are also a critical input for the development of military technologies, WMD and WMD delivery systems, and technologies with potential dual-uses – such as artificial intelligence.  In addition to seeking advanced technologies, adversaries exploit commercial and scientific facilities, training centers, and the seas to conduct illegal military operations.

Malign actors use legal and illegal means such as joint commercial ventures, talent recruitment programs, research partnerships/funding, predatory contracting agreements, private equity investments, joint scientific facilities/laboratories, cybertheft, state-sponsored industrial espionage, supply chain diversion, or sales or donation of untrusted hardware and software to acquire foreign intellectual property, conduct dual-use research and development, or conduct military activities under the guise of science diplomacy or commercial activity.  Affiliations and links to military entities are often obfuscated or disguised when establishing collaborations and partnerships in order to gain admission and secure visas to study or conduct research on sensitive advanced and emerging technologies at foreign universities; to procure critical equipment and components from unsuspecting or indiscriminate commercial or scientific institutions; or when establishing joint scientific facilities or operating in international business markets. 

ISN/CTR seeks to enable key foreign partners to protect critical advanced and emerging technologies from exploitation by our adversaries for military, technological, and economic advancement; secure U.S. intellectual property (IP) abroad; and prevent the exploitation of commercial and scientific partnerships in several key areas, including but not limited to: aerospace and space technologies, artificial intelligence (AI), nanotechnologies, neuroscience, quantum computing and sensing, semiconductors, and smart cities.  ISN/CTR also seeks to apply risk reduction tools to more traditional security vulnerabilities that are exploited by proliferator states for military training, geographic influence, etc.

The Sloan Research Fellowships seek to stimulate fundamental research by early-career scientists and scholars of outstanding promise.

Successful candidates for a Fellowship generally have a strong record of significant independent research accomplishments that demonstrate creativity and the potential to become future leaders in the scientific community. Nominated candidates are normally several years past the completion of their Ph.D. in order to accumulate a competitive record of independent, significant research. The Fellowship amount is $75,000 for a two-year term.

Eligibility:

  • Candidates must hold a Ph.D. or equivalent degree in chemistry, computer science, Earth system science, economics, mathematics, neuroscience, physics, or a related field.
  • Candidates must be tenure-track, though untenured, as of September 15 of the nomination year.
  • Candidate’s faculty position must carry a regular teaching obligation.

Eligibility 
An organization may submit only one proposal per each competition specified in this solicitation but may be a subawardee on other proposals responding to this solicitation. The restriction to no more than one submitted proposal as lead institution is to help ensure that there is appropriate institutional commitment necessary for responsible oversight, by the potential recipient institution, of a national resource.

Collaborative projects may only be submitted as a single proposal in which a single award is being requested (PAPPG Chapter II.E.3.a). The involvement of partner organizations should be supported through subawards administered by the submitting organization.

These eligibility constraints will be strictly enforced in order to treat everyone fairly and consistently. In the event that an organization exceeds this limit, the proposal received within the limit will be accepted based on the earliest date and time of proposal submission (i.e., the first proposal received will be accepted and the remainder will be returned without review). No exceptions will be made.


Program Synopsis
The intent of this solicitation is to request proposals from organizations who are willing to serve as resource providers within the NSF Advanced Computing Systems and Services (ACSS) program. Resource providers would (1) provide advanced cyberinfrastructure (CI) resources in production operations to support the full range of computation, data-analysis, and AI research across all of science and engineering (S&E), and (2) enable democratized and equitable access to the proposed resources. The current solicitation is intended to complement previous NSF investments in advanced computational infrastructure by provisioning resources, broadly defined in this solicitation to include systems and services, in two categories:

  • Category I, Capacity Resources: production computational resources maximizing the capacity provided to support the broad range of computation, data analytics and AI needs in S&E research; and
  • Category II, Innovative Prototypes/Testbeds: innovative forward-looking capabilities deploying novel technologies, architectures, usage modes, etc., and exploring new target applications, methods, and paradigms.

Synopsis of Program:

Quantum Leap Challenge Institutes are large-scale interdisciplinary research projects motivated by major challenges at the frontiers of quantum information science and technology (QIST). Institutes are expected to catalyze breakthroughs on important problems underpinning QIST, for example in the focus areas of quantum computation, quantum communication, quantum simulation and/or quantum sensing. Successful institutes will coordinate a variety of approaches to specific scientific, technological, and educational goals in these fields, including multiple institutions and building upon multiple disciplines, as motivated by the science and engineering challenges. In so doing, Institutes will nurture a culture of discovery, provide education, training, and workforce development opportunities in the context of cutting-edge research, and demonstrate value-added from synergistic coordination within the institute and with the broader community. Partnerships, infrastructure, industry engagement, outreach, international collaboration, and new applications for QIST should be fostered by Institutes in support of their research, education, and coordination goals.

The QLCI program can support awards to continue existing Quantum Leap Challenge Institutes or to establish and operate new Quantum Leap Challenge Institutes. In either case, proposers should follow the same guidance for Challenge Institute proposal preparation described in this solicitation. While this is a crosscutting program, proposals responding to this solicitation must be submitted to the Office of Strategic Initiatives (OSI) in the Directorate of Mathematical and Physical Sciences (MPS). They will subsequently be managed by a cross-disciplinary team of NSF Program Directors.

The QLCI program enables NSF multidisciplinary centers for quantum research and education as called for in the National Quantum Initiative (NQI) Act1 and an NQI Advisory Committee report, Renewing the National Quantum Initiative: Recommendations for Sustaining American Leadership in Quantum Information Science2.In alignment with the NQI Act, Quantum Leap Challenge Institutes shall pursue research at the frontiers of quantum information science, engineering, and technology, and explore solutions to important challenges for the development, application, commercialization, and pioneering use of quantum technologies. QLCI Institutes shall also lead education, training, and workforce development activities as may be needed for sustained leadership in QIST and related topics. Coordination both within each Institute and with new partners and the broader ecosystem should also serve to galvanize the community and catalyze the research and education activities in ways that go beyond what smaller projects could accomplish in isolation.
